Given that Alistair Carmichael was a minister of state at the point of the leaked memo, a member of the UK government, he was derelict in his duty in not, as he claims, reading the memo prior to the leak given the international aspect.
Both Nicola Sturgeon and the French ambassador deny saying what they are reported to have said in the leaked memo.
