If Shetland and/or Orkney resoundingly vote NO to Scotland leaving the UK, Scotland should go its own way without Shetland and Orkney. They should either remain part of what is left of the UK, or go for their own independence or join Denmark or Norway. Self-determinstion is not only for Scots!
